Disabling turn off monitor for all users

Does anyone know how to set the "turn off monitor" option under Power Scheme in the power option applet in control panel to never for all users, I know it could be done for each user, I just want to do it for all users that would login to my PC.

tried using administrator account ?

I tried using the Admin Acct. but the settings only apply to the logged on user where the changes were made not all users.
